Riigikogu elections 2019

On 3 March 2019 Riigikogu elections will take place in Estonia.

Before the elections every voter will receive a voter’s card. If your address registered in the Estonian Population register is outside of Estonia your voter card will be sent you electronically.

Please check that your e-mail registered in the Rahvastikuregister (Population Register) is correct: https://www.eesti.ee/portaal/portaal.sisene?level=30&loc=rrteenus.paring_enda_andmete

Estonian citizens in the U.S. at the time of elections can vote:

-        Electronically using Estonian ID card.

e-voting is open on webpage www.valimised.ee from 9AM (Estonian time) on February 21, 2019 to 6PM (Estonian time) on February, 2019.

If you don’t have an ID card or it has expired there’s still time to renew it.

Validity of ID card can be checked on the homepage of Police and Border Guard Board: https://www2.politsei.ee/en/teenused/inquiries/

NB! It is not possible to vote electronically in the Estonian Consulate General in New York.

 

-        By post.

To receive a ballot by post you have to notify the Consulate General in writing by February 1, 2019 at the latest. Make sure to send your filled- out ballot back to the Consulate by February 12, 2019 at the latest.


-        In person. 

The Consulate General will be open for voting on February 19, 2019 from 10AM to 4PM and on February 20, 2019 from 10AM to 4PM.

Make sure to bring a valid ESTONIAN document of identification.

No e-voting on these days, only casting of physical ballots!

 

Determining electoral district

In order to be able to use the right and vote in these elections, every voter needs to determine his/her electoral district. Candidates to vote for and mandates are determined based on electoral districts. An electoral district is currently assigned to 77,000 out of 87,500 Estonian citizens eligible to vote and residing abroad. Mainly the electoral district is undetermined for those citizens who were born outside of Estonia or have never lived in Estonia. If you have previously participated in Riigikogu (Parliament) elections, your electoral district has been determined.

You can check if your electoral district has been determined sending on e-mail to abi@rahvastikuregister.ee

In order to determine your electoral district, please provide as accurate information as possible regarding your last place of residence in Estonia by sending an e-mail message to abi@rahvastikuregister.ee .

If you have not lived in Estonia, please provide as accurate information as possible regarding the last place of residence in Estonia of your parents or grandparents.

When sending the details of the place of residence to abi@rahvastikuregister.ee , please note the following:

1) with regard to a place of residence in the city of Tallinn please indicate the district at least,

2) with regard to a place of residence in the city of Tartu please indicate the city of Tartu at least, and 3) with regard to a place of residence elsewhere in Estonia it is sufficient to indicate the county.

You can ONLY participate in elections if your electoral district has been determined, so we advise to do it as soon as possible.
